Is the regulation different in each state?
The Drugs and Cosmetics Rules and NBTC guidelines apply across India. Blood centre licences are granted by the State Licensing Authority with approval from the Central Licence Approving Authority, and each State Blood Transfusion Council (SBTC) implements national policy. BBMS registers follow the national rules, so they work in every state.
